Qualified workforce is the most important capital for the economic and social development of a country. With a share of 80% of young people in the population Rwanda faces special challenges to open up the path to a good future for them. 200,000 off-farm jobs shall be created per year to meet the employment needs. Hence, in alignment to economic transformation, heavy investment in Technical and Vocational Education and Training (TVET) is needed.

Rwanda addresses these challenges in 2 ways:

• Increase of TVET-students to a share of 60 % by 2017/18
• Stronger involvement of the business community in TVET

A Workplace Learning Policy has been developed with strong involvement of all key stakeholders from the private and public sector, including companies, chambers, Sector Skills Councils (SSCs), vocational training institutions and government organizations. The policy target to unleash Rwanda’s potential of workplace learning to ensure that skills development responds to the needs of the labour market and is accessible to an increasing number of Rwandan youth. In September 2015, the Workplace Learning Policy has been passed by the Rwandan Cabinet.

• The major strategic areas of the Workplace Learning Policy are Awareness creation on Workplace Learning
• Create institutional and regulatory framework with strong private sector influence
• Improve and harmonize system and management of attachments & internship
• Modernize apprenticeship
• Introduce sustainable financing systems and incentives for companies

Eco-Emploi programme supported the policy development process decisively and facilitates its implementation through

• the expertise of national and international consultants in the policy development and its implementation
• the preparation of pilot measures such as

  • The pilot project “Modernize Apprenticeship for Plumbers” with involvement of construction enterprises as providers of practical   training in an alternate training programme together with the IPRC Kigali and under the leadership of the Construction Sector Skills Council
  • The pilot project of “Automatic Electronic Watering” where trainers and students from two schools develop a new solution for the irrigation of agricultural land together. This project aims to demonstrate that industrial exposure can also be achieved in alternative forms such as project work, creation of student enterprises, etc.

TVET-quality for the skills development of the graduates are highly dependent on
the knowledge, skills and attitudes of those who teach and train TVET-students. The competences, motivation and commitment of TVET- and in-company trainers have direct impact on the learning results of students.

Therefore, Eco-Emploi supports the Training of Trainers (ToT) of public TVET institutes and strengthens ToT providers.

A cross-cutting effort in all TVET-activities is the empowerment of women, also in TVET-subjects and jobs that are not yet perceived as “typically female”.
